Forest Hills Rezoning
At the request of Councilwoman Melinda Katz, and working with Queens Community Board 6, and the Forest Hills Community and Civic Association, the Department of City Planning initiated a rezoning of southern Forest Hills in early 2007. The effort was prompted by concerns that the current zoning doesn’t match the built condition of the area. Specifically, officials and residents believe that without changes, new development would be out of character with the predominantly single and double family residential nature of the neighborhood.
DCP certified the rezoning application on June 18, 2007. Since then, it has been approved by Queens Community Board 6 and the Queens Borough President. It is now before the City Planning Commission for approval, and then it will be put to a vote by the City Council.

The City Council Land Use Committee unanimously approved the rezoning of 40 blocks in Forrest Hills. The new zoning was introduced to protect the current context of the neighborhood, which is primarily one and two family homes. The rezoning will maintain a denser commercial overlay district along Metropolitan Avenue but will prevent commercial and community uses along side streets. New construction must be on the scale of current buildings.

Queens Borough President Helen Marshall held a hearing on September 6th to review the plan to rezone the southern portion of Forest Hills. The plan has already been approved by Community Board 6 and many local residents support it. The rezoning will designate the area for single family and two family homes, which is what the majority of the neighborhood currently is. It is expected that Marshall will make a final decision in the next month or so.

After nearly a decade of discussion on rezoning in Forest Hills, a rezoning plan has been agreed to by Community Board 6 and many local residents which is expected to be approved by Queens Borough President Helen Marshall by August 30th. Queens Community Board 6 unanimously approved a rezoning proposal intended to safeguard the low-rise character of the area. The rezoning is necessary, say proponents, because of an existing zoning provision dating back to 1961 that permits community facilities in small one and two-family detached homes. By designating close to 40 blocks of Forest Hills as R3A, R3X, and R3-1, the rezoning will curtail such mixed-use development. Proponents expect final city approval in 2008.

On Tuesday, the City Department of Planning presented the findings and recommendations of a study requested by Councilwoman Melinda Katz to rezone a 40-block area of Forest Hills. The goal of this effort is to maintain the “lower-density residential character” of the area by ensuring that only one and two-family residences will be permitted. The Community Board and the Queens Borough President must now make written comments on the plan before the City Planning Commission and the City Council can approve it.
